I want to have a webcam "videoconference" with a friend on e-mail I have a webcam in my laptop and so odes my friend. We want to be able to "talk" kind of like instant messaging only with the webcams so we are kind of "video conferencing" with each other..

One way is to be under instant messenger and turn on your webcams and you will be having a live conference via webcams and typing or talking thru microphones as well if you want, as far as emailing a recorded video it depends on what messenger you are using .....yahoo wont let you email anything over 10mb and most videos from webcams are bigger than that, the other messengers like hotmail i dont know the size you can email. ..but if it is live conference you want the best way is thru instant messenger and voice or typing :)
